A waste fuel blending facility faced a myriad of air pollution issues. These included process emissions from hard to capture sources such as drum unloading and filling, material screening, mixing and handling. Fugitive emissions occurred from truck sampling and washout. Carbon canisters and scrubbers used for control of emissions from tank farms proved ineffective and dangerous pluggage and periodic bed fires were frequent occurrences. Nuisance odor complaints had been received, causing strained community relations.

Turner Enviro Logic, Inc. designed and installed a complete system using a combination of local hoods, total enclosures and vapor balancing to collect the vapors from the entire six-acre site. The collected mixture was treated by a regenerative oxidizer for control of VOC’s and air toxins. The oxidizer was designed to withstand corrosive attacks from HCl from chlorinated solvent fumes and acid solutions. A scrubber system was used for acid gas removal and neutralization. The entire installation was monitored by a PLC to ensure continuous compliance and operational safety. The system was designed for 100% capture, 98% destruction of organics, 95% heat recovery and 95% HCl removal.

The net result was the virtual elimination of emissions with minimum energy usage and maximum safety. As a bonus, installation of the system reduced emissions to the point where Title V permitting was not required.
